October 15, 2013.  Today, the Florida Real Estate Commission recognized Richard DeNapoli for his years of service to the Commission.

in Recognition of

Richard L. DeNapoli

WHEREAS, Richard L. DeNapoli served from September 19, 2007 thru October 31, 2013, as a member of the Florida Real Estate Commission, and served as Chairperson from November 1, 2010 to October 31, 2o11, and

WHEREAS, He diligently discharged his responsibilities as a member and as Chairperson and has worked to ensure a smooth transition of real estate regulation in the state  so as to meet those requirements imposed under Chapter 475, Florida Statutes and Florida Administrative Code 61J2, and

WHEREAS, He has faithfully contributed as a member of the Commission since July 7, 2007, to develop fundamental philosophy of real estate regulation and has selflessly given of his time and knowledge , which has enabled Florida to be a leader at the national level, and

Whereas, The members of the Florida Real Estate Commission, mindful of his extraordinary contributions to the State of Florida and the real estate industry, desire to recognize his hard work,

BE IT THEREFORE RESOLVED, THAT THE MEMBERS OF THE FLORIDA REAL ESTATE COMMISSION attest to the exemplary standards of leadership and service which Richard L. DeNapoli brought to the real estate profession and the people of this State; and

BE IT FURTHER RESOLVED, That a copy of this Resolution be made a part of the minutes and permanent records of the Florida Real Estate Commission.

He worked as a Trust and Investment Officer for five years at Northern Trust on a team with $1.8 Billion assets under management providing services to high net worth individuals. Richard DeNapoli is a graduate of the University of Miami School of Law, Fordham Law School, and New York University. He is licensed to practice law in Florida and in the United States District Court for the Southern District of Florida. In 2007, Richard DeNapoli was appointed as a Commissioner to the Florida Real Estate Commission and subsequently reappointed when that term was up. Both of his appointments to the FREC were confirmed by the Florida Senate. He was unanimously elected to serve as the Chairman of the Florida Real Estate Commission from 2010-2011, and he continues to serve on the Commission today. Richard also served as the Treasurer of the Broward Republican Party in 2010, and then as Chairman of the Broward County Republican Party through December of 2012.  Recently, Richard has been focusing on his professional career and on his family. In our July 2005 cover story [On the Flip Side], Florida Trend took a look at the state's condo boom. Our story profiled lenders still lending, developers still developing and buyers still buying undeterred, as we noted at the time, "by talk of a bubble and fears that interest rates may rise." We featured on the cover Richard DeNapoli, then a 28-year-old Hollywood lawyer and real estate investor who had put down $200,000 for contracts on four units in three condo towers under construction in Miami. His plan was to flip them. At the time, he was up $400,000 on paper but wanted out. As he told us, "When the taxi driver starts talking about how great real estate is, it's time to get out." November 2010 - Richard DeNapoli My name is Richard DeNapoli, and I am honored to serve as Chairperson of the Florida Real Estate Commission. I wish to publicly thank Commissioner Roger Enzor for the hard work and leadership he provided to this Commission during his term as Chairperson and to congratulate Commissioner Michael Guju for being elected as Vice Chairperson. Additionally, I want to recognize the dedication and enormous contribution that all the members of the Florida Real Estate Commission (FREC) provide to Florida's real estate industry.   According to FS 475.02 (1), four members of FREC must be licensed Florida real estate brokers, each of whom has held an active license for the five years preceding appointment; One member must be a licensed broker or a licensed sales associate who has held an active license for the two years preceding appointment; those present members falling into these categories are Mr. Roger Enzor (real estate broker and immediate past Chair); Mr. Ralph McCoig (real estate broker and past Chair); Ms. Darla Furst (real estate broker); Mr. Claude “Chip” Boring III (real estate broker), and Mr. Richard DeNapoli, (real estate broker, Attorney, present Chairperson). Two members of FREC must be persons who are not, and have never been, real estate brokers or sales associates; those members are Mr. Michael Guju (Attorney and present Vice-Chair) and Mr. John Ruffier (Attorney). Together, these individuals represent over one-hundred years of combined service to and expertise of the real estate profession. As Commissioners, we are charged with the responsibility and duty of implementing and enforcing Florida Statue 475, Florida Statue 455, Florida Administrative Code 61J2 and periodically enacting bylaws and other rulings that will be of a benefit to licensees as well as consumers. These tasks are accomplished during public meetings held on the third Tuesday and Wednesday of each month. We also seek to foster the education of brokers, broker associates, sales associates, and instructors concerning the ethical, legal, and business principles which should govern their conduct. The public usually attends a FREC monthly meeting for one of five reasons. First, one may be an attorney, a friend, or a relative speaking on behalf of a Respondent or prospective Licensee. Second; one may be attending as part of a disciplinary requirement in which credit for attendance will be obtained provided all conditions as set forth in Florida Administrative Code 61J2 are satisfied. Third; one may be a Respondent in which a complaint against a Licensee was filed with the Division of Real Estate. An Investigative procedure was conducted and the results were reviewed by a Probable Cause Committee which recommended that the case be presented to the Florida Real Estate Commission. The Respondent will be provided an opportunity to present mitigation pertaining to his or her actions as stated in the administrative complaint. Fourth, one may be a prospective real estate broker or sales associate and the required Florida Department of Law Enforcement report or the Federal Bureau of Investigation report revealed illegal or unethical behavior. An opportunity to fully explain that activity and provide any mitigating circumstances is provided to the respective licensee. Lastly, one may be attending to gain a better understanding of the real estate profession and, if a real estate licensee, may receive continuing education credits for attendance. As Commissioners, we understand the importance of protecting the public, realtors, and the real estate industry in Florida, and will continue to maintain and defend the integrity of Florida’s real estate profession. By upholding the legislation and rulings of our state, FREC will ensure the integrity of the Florida real estate profession, the trust between our licensees and the public, and the future viability of our state as one of the largest areas for homeownership and economic development in America. On behalf of all the Commissioners, it is indeed our honor and privilege to serve you to enhance Florida’s real estate industry. Richard DeNapoli Reappointed to Florida Real Estate Commission

TALLAHASSEE, Fla., March 29, 2010 --  The Florida Governor reappointed Richard DeNapoli to the Florida Real Estate Commission, pending Senate Confirmation. Richard DeNapoli, 32, of Hollywood, officer at Northern Trust, is reappointed for a term beginning March 29, 2010, and ending October 31, 2013.

About the Florida Real Estate Commission:
The Florida Real Estate Commission (FREC) consists of seven members and meets monthly. The commission meeting is usually the third Wednesday of the month and the immediately preceding Tuesday. The FREC administers and enforces the real estate license law, Chapter 475, Part I, Florida Statutes. The Commission is also empowered to pass rules that enable it to implement its statutorily authorized duties and responsibilities. These rules are contained in Chapter 61J2, Florida Administrative Code.
Richard DeNapoli is an industry member and  serves in this quasi-judicial role to regulate the real estate industry and foster the education of real estate licensees and permit holders.  The FREC meets monthly to assess violations of F.S. Chapter 475, Florida’s real estate license law.  The FREC also reviews legal requirements of licensing and continuing education courses, legislative updates, budgeting, escrow disbursement issues and recovery fund claims.
